I think both da ppl are right as well as wrong. To establish khilafah is da main goal of a muslim and for that we have to prepare ppl through Dawah. To prepare ppl for khilafah is in itself Dawah work. but one should not ignore that to re-establish khilafah is Ummul Farayed in current circumstances and we should strive for it ....
But when prophet saw have made a Jamaat of people then prophet always challenged there system and politicians...like abu lahab in surat lahab and abu sufiyan and many others...and what he saw did...prophet saw always went to the leaders..and asked them to give all the power to the prophet saw so he can establish KHILAFAH...many examples like...prophet saw went to TAIF...and yes prophet saw accounted each and every madni to be muslim...It was there SARDARS who became muslim continued
