A dreamcancel works the same way, you cancel a supermove into a super desesperation move.

There are too many differences to list. They have different sprites, different move properties, different specials and supers and different properties on the moves they share. It's not a trivial difference.

Actually that's still under debate. It's hard to tell as "ji" and "si" are not only often written as the same character in Japanese but are nearly indistinguishable. I believe the official translations actually do say "Rising" (or sometimes even "Raising"), but whether those are correct is anyone's guess.
