He wasnt as high as you can go. Walk around the level he jumped from clim up ladder, then climb up the other ladder then your at the top.

@matt024mjd Go to one side after crashing your heli or landding it thengo up the ladder. Up the other then your at the top. But you cant spawn a vehicle at the top because of the space.
