They do. It's just not used for standard combat, it's used for breaching and close quarters. In a combat Scenario, you need an Assault rifle before a shotgun if you're doing medium-long range engagement.

Black Ops is bullshit on wheels if you ask me (balance, weapons acting all the same, shooting from hip more accurate than using iron sights and such), but the story of both Modern Warfares was really good imho.
