Man you need to apply the solidify modifier to the text to give the scraps some thickness!

you need dynamic rotation enabled, all your particles get random rotations as soon as they interact with the ground.

@Wireheadking if you go to blender guru dot com and look at the motivational poster tutorial you will get an idea as to how to do this. I also used the explode modifier.
