Artists don't do work specifically for other people unless it is requested or comissioned. I certainly don't do work just for the public. I create art for me because it means something to me.

Saying that this artist "isn't fair" is wrong. This process could have taken more that 20 hours for all you know. This video isn't here for you to learn anything, it's to show a process. If you want a tutorial, go look on deviantart or Google, better yet: draw.

Wow!  Impressive! And like it was said below, it's cool how you start with the colors first. I think that all too often, people see in terms of lines, when in fact the brain sees shades of colors more than lines. So if you can paint the nose using gradients of colors, it will look better than just drawing a nose detached from the rest of the body.

Now, if I could only take that idea on board and do it myself! Using colors in such a way requires a lot of practice and knowledge of anatomy.
