It would be like trying to slice a free-dangling rope (though more like a wire, since the rapiers are metal) with wild knife swings.

It won't offer any protection against a broadsword or katana, no, but if the guy with the rapier can evade the attacks long enough, he can stab his opponent and take him down. He can't block with his rapier but it isn't going to get cut in half.
