the specific gravity of sea water is 10.50 kilograms per meter.
the pure oil coming out of the formation is about 8.50 so it floats.

When the oil is released from the well it is not pure.
it contains sand , gasses , water and other desbries.
these dispersents mix with it and form the balls everyone talks about.
But if you will notice you dont see the balls floting on top of the water.
They end up with the same specific gravity or weight as the sea water.
so they float under the surface . there is more oil under the water than on top
