Well, T-mobile is offering the Shadow 2 free now and guess what - no dataplan required. From my research, I find this to be the only Wi-Fi phone that doesn't require a dataplan. Yay!
Well I know that but I wasn't sure if there was a special feature they could enable or disable. Though this answers my question and I'll test it when my Shadow arrives tomorrow.
I think its called a "half qwerty" keyboard

What are you able to do if you don't have a data plan and can connect to Wi-Fi
(an earlier post said that you needed a data plan to check e-mail and surf the web)

You could just use your internet connection over Wi-Fi and check email/surf the web, rather than pay around 30$/mo for a costly data plan.

WiFi is not related to cellular data in any way.

If you want to do data (email, Web, etc.) then yes. If you only want to text, then no.

T-Mobile's coverage BLOWS. They have some neat phones, but their service area is horrible.
