This is incinerator designed to combust the leachate. NOT a methane flare. See the flames above the stack? That means it's not functioning properly and all the VOC's in the leachate are going into the air...

Sure looks like youre looking at the methane flare stack! Leachate its discharged into the municipal sewr system or dealt with in an onsite treatment plant not an incinerator.
