The older child might have difficulty 'thinking on his feet.' Might just be the pressure of being on the spot. That's kind of indicated since he does the problems well on paper - presumably on his own.
BTW, If you are discussing Stanous Flouride, Stanous is tin and tin is toxic. I don't think that a flouride of tin is a good thing to ingest. I myself have recently started using a mixture of anise oil and baking soda. My teeth were darkened as a child by floride. Not pretty. Tin miners brought specially made pies that had a wider margin of crust to use as handles so that they wouldn't poison themselves by handling their food. They threw the extra crust away. Just food for thought...
Caden being older than Cuman may have had more time being rewarded in public schools for "Dumbing down". Students can face tremendous peer pressure to not "Show off". Most public school teachers don't seem to pick up on this, and may even contribute to the problem while trying to "ride herd" on over loaded class rooms. Maybe what is needed is a culture of esteem for showing one's ability to learn? That and not rewarding or caving to a pupil's refusal to demonstrate their skill level?

It sounds like Cuman has a good head for math (maybe more). I'd recommend you do NOT let considerations like 'I don't want Cuman to pass Caden because he's 2 years younger' affect the rate you teach them. Back when I was at school (public), slow rate of study really made things difficult for me because I got bored a lot.
One of the great things about private school is that you can fit the pace to the students.
