He is not speaking of Chinese-Americans, African-Americans, Polish-Americans...etc. He's not saying...'the Chinese people are bred to work for 1 dollar a month'....or 'the Chinese genes make them thugs and goons'. That, my friends is racism. What he is commenting on is the leaders of a foreign country that happens to be China. Have you conducted the thought-experiment? Try it. Look at the original words, feel their intensity, have a taste of the palpable insult in them.
After that, then try to explain it with CNN's afterthought - it refers to the "government". In the original words, is there any morsel of hint "it's the government"?
