If this agent lied about his qualifications in order to obtain a medical marijuana authorization, then he did so fraudulently and the raid was illegal. That is deceptive behavior unbecoming of an officer.
If the agent did not lie, and was indeed qualified, then he is a legal medical marijuana patient who was legally taking part in a patient network. The raid would still be illegal.
