The matter has been held up due to a tussle between the Sindh and the City government which have been trying to win bragging rights while also trying to pocket some of the loot. Every major metropolis has ring roads. the people you mention living there - most are illegal squatter living in river bed!!!

For example - the claim about traffic - since none of you are heavy motorists, you would not know the difference this makes - maybe you noticed a lot fewer heavy vehicles travelling on the roads during rush hour or do you just drive on roads which do not harbor the larger vehicles?
