The game looks really good with the visuals, but looking at the style of the characters, and all the guns you would think the setting would be in a city, not on floating gears and stuff, but it's still pretty neat.

I think they're going for a kind of primitive yet futuristic steampunk kinda thing, which imo, the guns fit with. By the way, it does take place in a city. In fact, you can't leave it. The entire game takes place in the city.

There are more than enough silly and colourful RPGs already. It´s good to have a bit variety when it comes to style and so far this is the most beautiful JRPG I´ve ever seen. Also, tri-ace is best, when making more dark and "mature" games, for example Valkyrie Profile.
