Is the proposed method technology or psychic powers? If it's psychic powers then what kind of powers have been shown, what can they actually do?
The main report is of a double blind experiment in china with gifted individuals doing actual small-object teleportation. There other citations. Given the importance of China, I don't think the hardheaded military is being wooly. Many scientists don't want to hear facts which don't support their theories. Read "Forbidden Archeology" or Kuhn. Anomalies are discarded, with propoments losing careers, which is why they say there is no proof - it's circular ;')
I'd love to find out that these things are possible, but there have been too many people fooled beforehand. If someone really has these abilities, they should take the James Randi test and win a million dollars. Their only requirements are that scientific standards of proof be met so why haven't they tried them? It wouldn't hurt the research budget and it would demonstrate the value of the idea to the world in a very public way.

No, "we" aren't near a macro-teleportation ability, but biology is Still way ahead of us. We can't even come near synthesixing one single cell. Or even a virus. Maybe we don't know everything that organisms and the biosphere, in their unimaginable complexity, are capable of. If we did we'd cure cancer tomorrow. There are macro-quantum events, such a superfluids, superconductivity and solitons.

I actually took a look at that study myself. As a magician and skeptic, after reading that report, what I would like to see done is replication attempts. Also, although I am a skeptic like you, cybervigilante does have a point. Not only is the One Million Dollar Challenge a one shot deal, it also lacks peer-review, and unfortunately has not very well controlled for experimenter bias, something which I am annoyed with both believers and skeptics for not having controlled well enough for.
Well as I understand it, there is a preliminary test which has a probability of success by chance that is low but not miniscule, like 1 in 50. No-one has even got past that test to get to the properly controlled test that has a much lower chance of success by chance, which is the actual test for the prize. All they've had is crackpots and deluded dousers. I've seen the experiments done with dousers and they seem scientific enough for the preliminary.
Ok. well for the experimenter bias problem, and as to how Randi could improve upon it, watch my video series, "A Look Into the Psychic, Update" and "Experimenter Psi Effect, Final Data." The main problem is that Randi claims his skepticism would have no effect because on some claims, he asks not to be notified of the date and location of testing. The problem is that other skeptics are still present, so his absence is redundant.
(cont) Also, claimants know they are being tested by a skeptical organization, so they could be subconsciously be influenced to perform at chance levels. The same could be happening with the psi-proponent research. Anyway, I've given quite a few sources in both series covering the problem in greater detail and one of my latest videos proposes a solution to deal with the problem.
(cont) The major problem is the issue pertaining to the lack of peer-review. Randi has been known to consult scientists and staticians on occasion when setting up the claim challenges, but has never submitted any of the preliminary tests for peer-review. If he wrote up the entirety of the past 25 years worth of experiments he's done, that would provide the file drawer effect to make even the best proponent studies statistically significant by chance, eliminating the need for further research.
