Construction is to begin in 2010. Financing is being organized by the Asian Development Bank, and Canada is a member.

Actually, when the Taliban were in full power--they destroyed the heroin trade.
Now it's back up to being the top producer in the world. And the US doesn't seem to be able to find the fields in their helicopters?
How does THAT work, I wonder?
