Unfortunately, that Togepi can still be beaten. I can see it in two ways:

1. Any Pokémon that is Focus Sashed and can learn Destiny Bond.

2. Any Pokémon that is Focus Sashed and can learn Endeavour and any priority move (like Quick Attack.)

Without a Focus Sash is another question though.

Oh and the max level up possible before exp system change (generation V) was from 1 to 26. Medium Slow experience group Pokémon versus lvl 100 Arceus, Happiny, Chansey or Blissey with ALL bonuses to exp (trade, lucky egg, etc.) would give 13,933 exp Now that method would level up almost any Pokémon from 1 to 100 giving a terryfying 1,581,409 (although ONLY Blissey has enough exp yield now) Only the Fluctuating group (1,640,000 exp) pokémon would not get level 100, they would get level 99 instead
