SOPA/PIPA as written only blocks access for Americans to sites with pirated content ... the content is not necessarily removed so it doesn't actually do anything about fighting piracy. As a result smaller companies and individuals that may not have contacts outside the USA would have no way of knowing if any of their copyrighted content was removed or added after a site is blocked because they wouldn't be able to verify it themselves.

The problem why this bill shouldn't be passed would be due to the fact that the internet wasn't created by 1 person. It is a series of connections of major internet providers "not 1 connection" that provide us with the service. If they want to do it they would have to take out the major providers, even so that wouldn't stop people from illegal downloads and anything else the government has no control over. If anything they would be doing more harm then good.
