As a writer and a novel editor, I have always believed that good conflicts make good stories. This story has no antagonist, and thererfor no conflict.
When a story has no antagonist, or the antagonist is a pushover, and the conflict is provided through infighting among the protagonists, I call this disease of the story "McCaffery Syndrome," after a Fantasy Novelist with that name.
This has that problem.
