i think they occur when the pavement, dry soil, and surfaces they begin on are being heated rapidly by the sun, and a slight wind start becoming a vortex when the rising air and wind collide. i think, im not sure.

you were sort of right, when the sun heats up the groud,that creates an imbalance.because the air 6 or 7 inches above the ground is alot cooler...and heavier,thats whats keeping the hot air on the ground, sometimes though,a small area of the hot layer will pop in a way and a small colomn of hot air begins to rise and every now and then,it starts to rotate rapidly while its rising and it picks up dust and it sometimes grows in intensity to become very very big dust devils

dust devils aren't tornados. first of all, dust devils r small, and could not ruin a whole city. Tornado's, tho, are the complete oppisite. And dust devils are casused by heat, tornado's by thunderstorms.
