Because that is all that is needed, and having a second one induces more drag.

@TheJohnnyboy23 the water rudders on actual aircraft are very touchy when taxing on water. Also the plane sits in the water with a fairly high center of gravity (the floats dont submerge much) so if there were 2 then the aircraft would be very twitchy on the water and thus easier to flip. at least that is what my flight instructor told me. But i have only flown an amphibous plane my self (entire hull like a boat instead of 2 plontoons) so i havent felt this first hand.

I want to get the Piper Cub but "my graphics card isn't compatible" (hint, hint: it is completely compatible but both Acceleration and SP2 don't recognize it as suck) and because of that, the plane won't work from what I've been told.
