This level was probably made to test collision, since it uses alot of ramps and etc.

They had to make sure the kart won't screw up on ramps.

This is a course which never made it into the final game.

There is a course which was made to do that, called Test1_Course.

However you can't see it, since its model was replaced by a similar one to Rainbow Road.
