There's a marked difference between apathy and abstaining. People in nations that have open votes don't abstain consciously (though they might be subconsciously aware of the lack of a real choice in candidates), they simply don't care.

Moreover, this doesn't reveal the context. Your comments claim "never", but I think that the context of never is for presidential candidates. Local voting is just as important, and I think you're making a brash generalization with that comment.
