Noone denied that this came from a dumb Japanese show (not dumb because its Japanese, but a dumb show that happened to be Japanese) but rather the uploader claims its Koreans dancing to a Japanese song. I see nothing in the video that supports or denies this claim.
Sorry, I must have read the description wrong. I interpreted "KOREA'S HARUHI DANCE" as "A dance called Haruhi that originated in Korea". The video I linked to shows that these characters are drawn in a style that I assumed was immediately recognizable as Japanese animation. Perhaps this encyclopedia entry on a popular English-language Japanese animation website would be a more reliable link:
