Well, Shirov is still a top 20 player today. He came very close to winning the Wijk an Zee A group tournament outright in the Netherlands earlier this year. Generally, the level of play is much higher now than it was even ten or year fifteen years ago. Opening theory continues to evolve and with the assistance of computers and databases in preparing for matches, players have a wealth of information at their fingertips. It's perfectly acceptable to take the pawn, and with correct play, black can equalize so it is rarely seen at the top level any more. I would imagine white has a only a slight advantage, but at the club level, the king's gambit is a very effective opening. Without consulting a database I am not sure of the statistics of accepted vs. declined. I would imagine it is better to take the pawn and then plan on giving at back at some point.
I prefer after accepting the gambit to play h6 and g5 and after that Bg7. I think that is a very powerful system because Black is will still be a pawn up and leave white with almost no counterplay at all.

It is still playable at the GM level according to my database, but certainly theory has evolved to the extent that the majority of the sting has been taken out of white's game. The lines starting with 1. e4 e5 2.f4 exf4 3.d6 or d5 are much better for black than g5. It is safe to say that black did not play too well in this game, but it is a nice demonstrative of attacking technique nonetheless. Thanks for watching!
Yes, thanks Dozodiak. The first time I played through this game I found it mesmerizing. Great vision and creativity from Shirov. It brings to mind the games of Anderson and Morphy. Alexei did a great job here of exploiting the king in the centre and lead in development. That would have been a rough game to have lost with black. I bet he was shell shocked after that one! I am surprised that Black takes the gambit pawn. In seems in each example I have ever seen, accepting the gambit pawn leads into trouble for black.
What are the percentages of king's gambit accepted vs. declined lines?
