Question 2 - Answer is this - 90% of voting eligible Americans do NOT vote in primaries and most local elections. It is not that they are stupid - it is that most people are sick of voting and being part of the system - so the people are the ones throwing out the constitution - not the politicians. That is what GOV360 is trying to tell people - it is the truth.
