For anyone puzzled here its a mix of Scooter's video with song "discotec" by Russian joker MCs Named Vspishkin+Nikiforovna. The song is a joke from very beginning, a bit laughing at how people had fun where there was little access to it, thus little refined general knowledge and more spirit.
