My dad used to be a truck driver, and this driver is 1/2 right. Sure, use your brake when you need to, but at the same time he should drive to the conditions where he wouldn't need to use it.

My dad used to drive (and taught me to do the same) where you don't touch the brake. That is, you go slow enough so if a light turns red, just taking your foot off the accelorator will stop you in time.

Of course, when he was trucking the time limits were realistic and allowed for safety.
