@legocallofduy In combat there is no room for carefully guiding the helicopter down so they train to do it quickly but when in public, they have the luxury of time to make corrections and go slow. Plus, in urban conditions like these, a pilot doesn't want to come down too fast because of electrical wires and poles are all around. Also his helicopter might get caught in VRS ( Vortex Ring State ) which stalls the engine due to a rapid descent and then the helicopter will crash into the public.
@CrystalHunter1989 yes but good luck getting a hold of any retired aircraft. Most of the vehicles are let go because they are too broke for the military to want to fix or they just have no life left in them without a complete overhaul
My dad is the head of the ROTC program there. What happened is that whenever the cadets are going to their training program the Blackhawks land in the field to pick them and Jason quit whining.
Because in combat you dont have to worry about civilians getting hurt, you just hit the ground do what you gotta do and take off.

Because they arent going to take the risks they would take in combat and risk crashing into a school.

I never have understood why it takes so long for a heli to land in public when in combat it takes a few seconds
