it means they have the application, but they haven't created their pet yet. you can't visit their house, because the pet isn't even made yet XD if that doesn't make sense, it happens to everybody, so there's nothing to worry about.

no, see i have a pet, and it was in maintenence for about 3 days. when playfish does this (you would probably see to your pet when sometimes even you cant log in) it is basically like fixing all of the games problems and bugs, etc. so they sometimes have to "shut" down some peoples accounts, but still some people can log into the game. (i just came back from maintence) but trust me, it can get pretty annoying, just visit the pet society friends page on facebook, and you will see what i mean! :)
