It most likely stems from pre-industralized culture, where being pale or light-skinned was a sign of a person who didn't have to work outside, in other words a noble or someone wealthy, which needless to say is attractive. Obviously that isn't necessarily true today since plenty of poor people work in factories but the stigma seems to remain.
