The reason the tone changes IS likely because he is not raising the palette and this also explains the reduction of power, but its head voice to be sure. just means he hasn't developed a lot of resonance. Without proper resonant development, head voice is very like and falsetto-like.

i do know quiet a bit about singing... enough to know that for some males, an undeveloped head voice often sounds light and breathy like falsetto. I know this because when I was first developing my headvoice, it sounded very similar to falsetto, but i knew it wasn't because of vocal chord closure.

after development it took on a similar timbre to the chest voice and the transition smoothed out.
