This technique is called Soto-muso, as classified in the Seioi Nage book from the judo master-class techiniques. It even shows more competition examples of soto-muso being executed in pictures.
No, it's not a seoi otoshi. It's a ippon seoi nage variation (note his left hand wrapping the knee of the guy). It'd be a seoi otoshi if his left leg here outside his adversary's legs, one feet on the ground, like the classic tai otoshi, but it wasn't what happened.
I have seen this technique being classified Ippon-Osoto in the book Osoto Gari by Yasuhiro Yamashita. Interesting to see it in high level competition scoring Ippon!
