To quote Obama "If you have the ability to buy insurance, it's affordable, and you choose not to do so, forcing you and me and everybody else to subsidize you, there a thousand dollar hidden tax that families all across america are burdened by because of the fact that people don't have health insurance. There is nothing wrong with a penalty."

People on welfare having more children should be have a penalty too. Is that not a burden on society as well. They don't care about that.
