It wasn't that they were not allowed to it was just part of the old Victorian way of looking at proper manners and etiquette between men and women. This died out in the early to mid 70's. A girl was just suppose to wait for the boy to ask her out or dance . This song has nothing to do with being gay! I should know I was a teenager in the 50's.
