because if you read the rule a defender must first establish legal guarding position and once he has not move UP INTO the player with the ball. The rule also states you may move sideways to protect yourself from the impact. This is all when you are guarding someone with the ball which was the case in this video. What you are talking about is when someone who ISNT guarding the player with the ball stepping in front of that player at the last minute to take the charge...big difference.
