That is incorrect. The ISI has NO plans to 'unite' Taliban with Pakistan Army since that would amount to insanity. Taliban are irregular guerrilla force while P.A is a professional army. Some elements within ISI 'may' have intentions to keep Taliban breathing as a strategic back-up but nothing more..

Mumbai bombings were instigated by militants on their own accord; they did not receive any 'orders' from any Pakistani institution. I suggest you stop making errant claims unless u have evidence
