i would say at 2-3meters maybe,if its directed at the head. torso shots i believe would be worthless,esp if they have a heavy leather jacket or layered clothes.

Unfortunately you can't fire a real handgun gun with blanks, unless you get a barrel upgrade. A revolver is the only type of handgun that can fire blanks safely.
