The way you've done a bilingual hack's a brilliant idea. The ASM additions are also real nice. That scene in the end if Green Hill Zone 1's incredible too. I also like that the act transitions idea has returned.
Bad part:
Just that in the layouts there are some chunks that don't flow together. Some examples are 1:33 to 1:35.
I'm not really good in level editing but I guess replacing block mappings (which are in Map16 and Map256 folders) and level layout will help. And the pallete of course.

Nowhere.
You see man, if somebody laid out Homing Attack code, there would be lots of bad hacks using this features.
So you have to learn ASM, explore Sonic Engine to figure out how to add Homing Attack.

Well, I made my own subroutine, which defines the nearest object and sets X- and Y-velocities of Sonic to make him moving directly into object.
