the neptunes won not only becoz of their hits, but the share amount of records they realeased commercially is probably double what timbaland has done, look at their discography i'd say timbaland is only just catching up with them now. the neptunes had more of a philosophy and following that timbaland has, he just merely produced hits while the neptunes had a following, all these things get taken into consideration when selecting the best !
