Rudy had a mistress while he was still married. He charged the city to give her security (drive her places)and him security while he drove off to their love nest. He had policemen running her around. No one even knew he had a mistress at the time, so why did she need security? His wife found out he was divorcing her from the TV. He had his mistress, Judith, march in a parade with him and tried to move her into the official mansion, while his wife and kids still lived there.
