Terra, ven, aqua=best buddies :D! Some of the Original keyblade masters. Terra was overcome with darkness Xehanort (or however you spell it) took his body and became Ansem, Terra's mind remained in suit. Aqua took her masters keyblade and made the maze castle, Caslte Oblivion, leaving Ven there cuz he was at war with himself and in a deep slumber, Ven, forgets everything the organization comes to the castle, ven is now roxas, fill in the blanks. Hooray for useless info!

They're two different people, Roxas just looks exactly like him because he took on that form when Ven transferred his heart into Sora, and when Sora became a heartless(like all people who turn into heartless, a nobody is also created) it imprinted on Ven's heart within Sora(which was that thing he used to give to kairi in KH1)...I could be wrong though.
