We don't tell the enemy when we're withdrawing? What enemy? Our attackers in Iraq were mostly Suuni, Shiite or Kurdish militants who wanted us out of the way so they can kill eachother. The Al-Queda attackers just ceased the opportunity to after "us" once "we" arrived in Iraq.

If you take over a place like we did in Iraq under the presumption your going to "change the face of the middle east" and make it less hostile to America, then those that stand in your way are in fact the "enemy." If you allow them to kill each other, then you've left a hotbed for terrorism, and your back at square one.
