I made a comment about it above. The "Emolument Clause" of Section 9 of Article 1 of the Constitution forbids an elected official from holding another public office (foreign or domestic). That's why Hilary Clinton had to resign as Senator before accepting the position of Secretary of State.

This is not a violation of Article 1 because he is only chairing a meeting of the Security Council to pass this particular resolution. It's not a permanent position. It's Rice's position, but only for this month, since the Security Council presidency rotates every month.
