The 99 hand is funny bad

"no value to reraising" - yes there is. Protect your hand, take the lead in the betting, build a pot with what is likely the best hand etc. Heads up 99 is virtually an auto 3bet vs a competent button open.

Then his river bet is pretty bad.. yes he very likely has the best hand, but with that being the case there's probably more value in checking to induce a bluff. Or at least it's close.
