If it is a jammer its probably in the US because it is really strong and you cant make out the other station in the background. But jammers from far away you can usually make out both stations.
There is definitely more than one signal present there. Perhaps it is a jammer. If I could get a recording of this I could better analyze it but I am leaning to a jammer. Most likely a Govt. or Military trying to keep someone(s) from hearing a broadcast on that frequency.
i left the device in a hotel basement. i went back to the basement, but the room i left it in(it was a washroom, with a window, and even though the window, while impossibly tiny still exists, the door is bricked over.)
@pivotous Earlier you said it could be what a jamming device you claim to have made could sound like if if whent wrong. Now you're boasting about being responsible for this signal. I think you're full of shit. It might just be a switch mode power supply in standby for all anyone knows.
It's a weird jammer!

At last, the alarm was broken.

Fascinating. The only question is...Was it a legal jamming? If it was authorized by the government, what could they be trying to hide?
Yeah, I've got the mind of a conspiracy theorist sometimes. :P

Sounds like it's phasing? Like a guitar phaser effect. Not very helpful, I know ;-)

actually sounds like a jammer i made a LOOOOOOOONG time ago, but i lost it. the jammer itself ran off of 120VAC, and i believe i left it plugged in.

You might need to pay the power bill by the sounds of it lol
