May sound a bit redundant, and is an expensive option, but the railroad and city should consider jointly paying for and putting up a bar type, 8ft. tall fence on both sides of the rail line. CSX recently did this in Tampa, FL along 2 miles of a busy zone and it has been effective. May be expensive but cheaper than the Union Pacific getting dragged into a frivolous lawsuit everytime a trespasser gets whacked by a locomotive.
This Guy over there talkin is rite, but I live in Elk Grove and Im always goin places like to go meet with some friends or something and I pass those rail road tracks behind them all the time, the olny reason the guy got ran over is because he was texting on his phone, and listening to his Ipod at the same time, I should Know everyone in elk grove was talking about it. At least im smart enough to look both ways and put things away that get me distracted easily when I pass there.

If I were an engineer going through a town like that if I see anyone on the tracks i will blow the Horn so that people will know that my train is going through
So why doesn't Elk Grove or Union Pacific build a overhead walkway for the kids to use while crossing those tracks instead of resorting to enforcement actions? That's what Europe has done in many locations. Enforcement directed at kids, or shifting the responsibility onto kids, just seems like an inexpensive (cheap) way for Elk Grove and Union Pacific to avoid the real issue - a safe crossing is obviously needed at that location.

You can ticket for a few days but when you are not there they will be right back taking the short cut !! this is a fact !!! its like a highway ! you see the police just lay some tickets for a few days and that clears up the problem !! No ! they are out there everyday ! thats why the railways need to take responsibility and increase their officers and also get state funding to retrict access to the tracks aswell as education education education then enforcement
