It certainly didn't seem to be a racist action. I thought that the officers went way too far and they handled the situation poorly but that has a lot to do with their training and the general mentality of police in the US (and maybe elsewhere).

Campus police were only recently allowed to carry guns again in my town. In the past there were many accidental shootings or gun related accidents.
I'm pretty sure all US. colleges have campus police. I always thought they were mostly around to keep underage people from drinking and disturbing the peace, but I guess with Vtech and Columbine, there are other reasons for them.

I never heard the term campus police either. I always called them security guards and I don't think any of them were armed.
