no not every four levels you get them by doing quests like um whats his name ok well the guy that you buy things with crowns from he will usually have 1 quest for you each world and he gives them to you

well, you have to get the quest after you defeat this skeleton dude in haunted cave, then the head master will give you the quest 2 go 2 krokatopia.
